Prohibits inmates convicted of manslaughter in the first degree, manslaughter in the first degree with a firearm, manslaughter in the second degree, manslaughter in the second degree with a firearm, or manslaughter in the second degree with a motor vehicle from earning risk reduction credits.

Maintains existing eligibility for risk reduction credits (up to five days per month) for all other crimes committed on or after October 1, 1994, at the discretion of the Commissioner of Correction.

Risk reduction credits remain contingent on adherence to offender accountability plans, participation in eligible programs, good conduct, and obedience to institutional rules; good conduct alone is insufficient to earn credits.

Credits cannot reduce mandatory minimum sentences and may be forfeited in whole or in part by the Commissioner for misconduct, insubordination, or failure to participate in recommended programs.

Effective July 1, 2012, and applies to all eligibility to earn risk reduction credits on or after that date.
