Grants municipal stormwater authorities created under section 22a-498 the legal status of a body politic and corporate with specific enumerated powers.

Authorizes stormwater authorities to sue and be sued, acquire and convey property, contract, borrow money through bond issuance, and construct/operate public improvements.

Allows stormwater authorities to recommend property tax levies on real property within their district and provide municipal services except elementary/secondary education and services already provided by multitown bodies.

Establishes that charges unpaid within 30 days become delinquent, bear interest at the property tax rate, and create a lien on the real property against which the charge was levied.

Effective October 1, 2012.
