Establishes a staggered sunset review schedule from 2014 to 2023 requiring joint standing committees to review specified governmental entities and programs every 10 years according to their assigned year.

Modifies the review process requiring committees to collect data using results-based measures, hold public hearings, and submit reports with recommendations on termination, modification, or consolidation of reviewed entities or programs.

Shifts review responsibility from the Legislative Program Review and Investigations Committee to the relevant joint standing committees of the General Assembly having cognizance over each entity or program.

Requires entities undergoing review to demonstrate public need for continuation and that they serve the public interest, not merely the interests of regulated persons.

Repeals previous sunset law provisions (sections 2c-2b, 2c-4, 2c-5, and 2c-9 to 2c-12) and makes terminology updates replacing "mental retardation" with "intellectual disability" and updating department names for Mental Health and Children and Youth Services.
