Amends death certificate filing deadlines to "not later than five business days" for paper certificates and "not later than three calendar days" for electronic filings, effective October 1, 2012.

Changes cremation form retention requirement from twenty years to six years and requires forms to be maintained at the funeral service business as specified by law.

Expands the definition of funeral service contracts to include assignments of death benefits from individual or group life insurance policies, in addition to money and securities.

Creates exemptions for life insurance-funded contracts from certain escrow account requirements, including notice provisions and annual account statements.

Allows irrevocable funeral service contracts to be funded through life insurance death benefits and permits transfer of such contracts between funeral homes upon request of the beneficiary or legal representative.
