Requires municipal police departments and the Department of Emergency Services and Public Protection to adopt procedures for photo and live lineups by May 1, 2013, based on policies developed by the Police Officer Standards and Training Council and Division of State Police.

Mandates sequential presentation of photographs or persons in identification procedures, with the conductor unaware of which person is suspected (or using folder shuffle/computer methods if impracticable for photo lineups).

Requires eyewitnesses receive specific instructions including that the perpetrator may not be in the lineup, it is important to exclude innocent persons, they should not feel compelled to identify anyone, and police will continue investigating regardless of identification results.

Establishes specific lineup composition requirements: minimum five fillers in photo lineups and four in live lineups, fillers matching the suspect's description, and no previous arrest information visible to the eyewitness.

Requires written records of all identification procedures documenting results, all persons present, date and time, photographs or identification information on lineup participants, and the eyewitness's statement regarding their certainty level.
