Amends the definition of "registration number" to include symbols in addition to numbers and letters, effective January 1, 2013.

Directs the Commissioner of Motor Vehicles to design enhanced recognition number plates containing randomly assigned symbols (such as stars, diamonds, or triangles) by November 1, 2012, to help children and others better recall vehicle descriptions for law enforcement investigations.

Requires the Commissioner to issue enhanced recognition number plates for all new and renewal registrations beginning January 2, 2013, with no additional charge to vehicle owners.

Mandates that vehicles receiving two enhanced recognition number plates display them on both the front and rear of the vehicle, with violation constituting an infraction.

Updates vehicle registration display requirements to accommodate symbols on number plates and stickers, and clarifies that enhanced recognition number plates are not required for vehicles with special number plates.
