Creates a new class A misdemeanor offense for parents, guardians, or emancipated minors/pupils age 18+ who knowingly make false written statements about residency to obtain school accommodations from a school district where they are not entitled to them.

Exempts homeless persons as defined in section 8-355 from prosecution under this new offense.

Amends the definition of "service" in section 53a-118 to explicitly exclude school accommodations provided by school districts from larceny and related theft statutes.

Takes effect July 1, 2012.
