Revises property forfeiture procedures to require Chief State's Attorney or deputy to petition court within 90 days in rem proceeding with clear and convincing evidence standard, replacing previous 6-12 day notice requirement.

Expands voyeurism statute to include trespassing with intent to observe another person inside a dwelling without consent, and increases penalties to class D felony for first offense and class C felony for subsequent offenses or when victim is under 16.

Eliminates 21-day advance notice requirement for introducing DNA analysis evidence in criminal proceedings.

Authorizes probation officers serving violation of probation warrants to set bail terms, conditions, and release arrested persons, subject to same limitations as police officers.

Effective date of October 1, 2012 for all amendments.
