Connecticut State Apprenticeship Council shall study the feasibility of establishing a barbershop apprenticeship program within the Labor Department in consultation with the Commissioner of Public Health and the executive director of the Latino and Puerto Rican Affairs Commission.

Council must report findings to the joint standing committees of the General Assembly with cognizance over public health and labor matters no later than January 1, 2013.

Report shall include recommendations for establishing the program, the time period needed for implementation, and educational and professional experience requirements for apprentices.

Act takes effect upon passage.
