Authorizes the Commissioner of Transportation to convey two parcels in East Hartford (approximately 0.38 acre at 1534 Main Street and 0.44 acre at 355 Maple Street) to the town of East Hartford at administrative cost only, with reversion to the state if not used for open space purposes.

Requires the Commissioner of Transportation to convey a 0.49-acre parcel in East Haven to the town at fair market value (determined by average of two independent appraisals) plus administrative costs, subject to State Properties Review Board approval.

Directs the Commissioner of Energy and Environmental Protection to convey an 8.46-acre parcel in Farmington to the town at administrative cost only for open space purposes, with reversion provisions if conditions are not met.

Authorizes conveyances of state land to the town of Windsor (0.73 acre), town of Bloomfield (36.05 acres), city of New Haven (0.52 acre with removal of affordable housing restriction), and Historical Society of Greenwich (0.44 acre) at varying costs.

Requires conveyances of multiple parcels totaling over 60 acres in Andover to private individuals and conveys 3.2 acres in Tolland to the town, all subject to State Properties Review Board approval within 30 days; repeals several prior special acts.
