Repeals and replaces Section 2-110 of the general statutes regarding the Commission on Innovation and Productivity for State Government.

Requires the Commission to submit its findings and recommended innovations to the Governor and General Assembly annually and in accordance with section 11-4a, rather than by a specific February 1st deadline.

Mandates reports include recommendations for reducing expenditures by at least ten million dollars for each of the two succeeding fiscal years.

Changes the submission method from mailing reports to sending them via electronic mail to the legislative electronic addresses of committee members and General Assembly members as applicable.

Applies effective from passage of the act.
