Effective October 1, 2012, expands the definition of "electronic mail" to include electronic delivery services that match email addresses to United States Postal Service physical addresses and use security methods such as passwords or encryption.

Amends Section 1-267 of the general statutes to include electronic delivery services with security procedures in the definition of "electronic record" under Connecticut's Uniform Electronic Transactions Act.

Defines "security procedure" to include methods that match an electronic mail address to a person's United States Postal Service physical address alongside traditional encryption and verification methods.

Requires state agencies in the Executive Department to review their policies on mailing notifications and documents to clients and use electronic notification where appropriate and not conflicting with existing statutes.
