Departments of Energy and Environmental Protection and Public Health must jointly submit a report to the General Assembly by January 1, 2013, with recommendations for legislative changes.

Recommendations shall address allowing each agency to abate civil penalties or fines assessed to Connecticut businesses for first-time violations of regulations or statutes.

Penalties may be waived if the business takes full remedial measures within thirty days after the penalty assessment.

Waiver provisions apply only to penalties assessed after July 1, 2013.
