Increases the fee for each marginal notation of an assignment of mortgage (after the first two) from one dollar to two dollars, effective October 1, 2012.

Specifies that town clerks may provide copies of recorded or filed documents "in any format" at one dollar per page or fractional page.

Repeals and replaces section 7-29 to allow town clerks to use electronic indexing systems instead of manual notations for releases, partial releases, or assignments of mortgages or liens.

Establishes a limit of no more than twenty assignments of a mortgage on any single document being recorded, effective October 1, 2012.
