Connecticut Sentencing Commission must examine the feasibility of establishing a process allowing persons sentenced to lengthy prison terms for crimes committed before age 18 to petition for sentence reduction after serving a portion of their sentence by demonstrating rehabilitation and maturity.

If the commission determines such a process should be established, it must examine and determine: the appropriate forum for proceedings, whether counsel should be appointed, which offenses qualify, procedural rights for parties, hearing opportunities and scope, the standard for granting reduction, and the minimum imprisonment period required before petition eligibility.

Connecticut Sentencing Commission shall submit a report on its examination and determinations to the joint standing committee on judiciary no later than January 2, 2013, including any recommended amendments to general statutes sections 53a-35a, 53a-39, 53a-46a, and 54-125a.
