Repeals and replaces Connecticut General Statutes Section 16-234 effective October 1, 2012, governing utility company management of power and telephone lines.

Requires telegraph, telephone, and electric companies to obtain consent from adjoining property owners or approval from the Public Utilities Regulatory Authority before changing line locations or erecting structures over highways or public grounds.

Requires utility companies to obtain owner consent or approval from the tree warden or Public Utilities Regulatory Authority before cutting or trimming trees on or overhanging public rights-of-way.

Allows utility companies to acquire trees or shrubs by eminent domain if located on or adjacent to the company's existing right-of-way or easement and pose an immediate public hazard or risk service interruption due to storm conditions (hurricane-force winds, snow, or ice) or tree condition.

Establishes that tree or shrub acquisition by eminent domain follows the same procedures used for redevelopment agencies under Connecticut General Statutes Sections 8-128 through 8-133 if owner compensation cannot be agreed upon.
