Creates a new class D felony for intentionally and unreasonably interfering with or preventing reports of suspected child abuse or neglect required under section 17a-101a.

Changes the penalty for mandated reporters who fail to report child abuse from a fine of $500-$2,500 to conviction of a class A misdemeanor, effective October 1, 2012.

Requires mandated reporters who fail to report child abuse to participate in an educational and training program and directs the Commissioner of Children and Families to notify the Chief State's Attorney of such failures.

Makes conforming technical amendments to sections 46b-120(10) and 54-36p(a) to reflect the new criminal classification for child custody transfer violations.

All provisions take effect October 1, 2012.
