Directs the Insurance Commissioner, in consultation with the Commissioner of Public Health, to conduct a comprehensive study of telemedicine services provided in Connecticut and other states.

Requires the study to examine health insurance coverage of telemedicine, types of services commonly provided via telemedicine, service effectiveness, costs to patients and providers, and how other states handle licensing requirements for out-of-state telemedicine providers.

Defines "telemedicine" as interactive audio, video, or data communication in delivering medical advice, diagnosis, care, or treatment, excluding facsimile and audio-only telephone services.

Mandates the Insurance Commissioner submit a report to the joint standing committees on insurance and public health no later than January 1, 2013, including evaluation of whether requiring telemedicine coverage would constitute an additional mandated benefit under the Affordable Care Act.
