Renames the "Capital City Economic Development Authority" to the "Capital Region Development Authority" effective upon passage of the act.

Expands the board of directors from seven to thirteen members, with appointments distributed among the Governor, Hartford mayor, legislative leaders, and ex-officio members including the mayors of Hartford and East Hartford.

Increases the scope of authority projects from convention center development in Hartford to broader economic development activities throughout the capital region, including East Hartford, with authority to develop and redevelop property within Hartford and conduct feasibility studies for regional projects.

Extends the deadline for bond issuance authorization from June 30, 2013 to June 30, 2017 and modifies definitions to expand project eligibility to include three thousand downtown housing units and projects in East Hartford.

Updates references to the authority throughout Connecticut statutes related to quasi-public agencies, state employee benefits, retirement service credit, sports advisory boards, and bond financing provisions.
