Authorizes the State Bond Commission to issue up to $100,032,985 in bonds for capital improvements including IT infrastructure ($50,000,000), fire training schools ($28,200,000), emergency services facilities ($11,832,985), and a juvenile court building ($1,000,000).

Authorizes up to $199,683,500 in bonds for grants-in-aid to municipalities and organizations for housing, energy microgrids ($25,000,000), education programs ($64,645,000), community health centers ($30,000,000), and nursing home conversions ($10,000,000).

Adjusts bond authorizations in prior acts by reducing some amounts and increasing others, including increases for housing development ($87,500,000), bridge improvements ($123,000,000), and infrastructure repairs ($192,500,000).

Establishes new bond programs for flood buyout assistance ($2,000,000 each for two departments), residential housing development through the Capital Region Development Authority ($60,000,000), and underground storage tank cleanup ($36,000,000).

Makes technical changes including replacing Connecticut Innovations, Incorporated with the Clean Energy Finance and Investment Authority for renewable energy programs and renaming the Department of Public Safety to Department of Emergency Services and Public Protection.
