Moves the deadline for issuing consensus revenue estimates from October 15 to November 10 annually, with a fallback deadline of November 20 if the Secretary of the Office of Policy and Management and director of the Legislative Office of Fiscal Analysis cannot agree.

Maintains existing January 15 and April 30 deadlines for revisions to consensus revenue estimates, with the Comptroller issuing a revised estimate within 5 days if the two offices cannot reach agreement.

Requires joint standing committees on appropriations, finance, revenue and bonding to prepare adjusted appropriation and revenue plans within 10 business days if an April revenue estimate shows a deficit increase greater than 1 percent of General Fund appropriations.

Requires the Governor to submit a budget document within 25 calendar days of a January revenue estimate revision or within 10 calendar days of an April revision if necessary to address the estimate.

Adds provision extending any deadline that falls on a Saturday, Sunday, or legal holiday to the next business day.
