Transitions Connecticut state agency regulations from print publication in the Connecticut Law Journal to online posting by the Secretary of the State, effective July 1, 2013 for regulations noticed on or after that date.

Requires state agencies to post regulations and notices of intent to adopt regulations on their own Internet websites and submit them to the Secretary of the State for online posting within five calendar days.

Establishes that regulations posted online by the Secretary of the State become the official version of Connecticut regulations for all legal and administrative purposes, replacing the previous print-based system.

Directs the Secretary of the Office of Policy and Management to obtain licensing agreements to permit online posting of incorporated codes and standards (including building, fire safety, and elevator codes) that are currently incorporated by reference into state regulations.

Creates a Regulations Modernization task force to develop and submit by January 1, 2013, a comprehensive plan for transitioning all Connecticut state agency regulations to an easily accessible online format by July 1, 2013.
