SB 30 - Human Services Budget Implementation

• Repeals previous hospital rate-setting provisions and updates interim payment methodology for hospitals, changing the base data period from fifteen to twenty-seven months effective July 1, 2011, and shifting to most recent federal fiscal year data effective October 1, 2013.

• Expands assisted living pilot programs in managed residential communities by increasing combined enrollment from 75 to 125 individuals for both Medicaid waiver and state-funded portions of the home-care program for the elderly.

• Adds requirement that veterans and their families applying for Medicaid assistance must apply for all available benefits through the Veterans' Administration or Department of Defense.

• Modifies dental services prior authorization rules to apply benefit limitations per client regardless of number of providers, and allows commissioners to recoup payments for non-emergency services determined medically unnecessary.

• Allows home health care agencies to utilize unlicensed certified personnel for medication administration for Money Follows the Person demonstration project clients, and requires transition of personal care assistance program recipients to elderly home-care program upon reaching age 65.
