Increases the lobbying registration threshold from $2,000 to $3,000 in combined compensation and expenditures in a calendar year, effective October 1, 2012.

Restructures the Citizen's Ethics Advisory Board by implementing staggered five-year terms for certain members and prohibiting board members from making contributions to or participating in political campaigns of subjects of the ethics code.

Establishes the Office of State Ethics within the Office of Governmental Accountability with an executive director, general counsel, and ethics enforcement officer to replace the prior commission structure.

Adds certification requirement for agencies accepting donated goods or services to support public official or state employee participation at events, requiring head of agency to certify such goods or services facilitate state action or functions.

Expands gift exclusions to include goods or services supporting event participation by public officials or state employees and requires legislative receptions to include notice of expected reportable expenditures.
