Establishes a Faculty Advisory Committee to the Board of Regents for Higher Education consisting of teaching faculty and administrative faculty members who provide direct student services from Connecticut State University System, regional community-technical colleges, and Charter Oak State College, serving two-year terms.

Requires members and alternates to be elected by October 1, 2013, through a uniform, fair, and open system-wide election by the faculty governance body of each constituent unit, with Charter Oak State College using majority vote of its Academic Council.

Committee shall elect its own chairperson and vice-chairperson on a rotating basis, with one from Connecticut State University System and one from regional community-technical colleges, serving two-year terms.

Committee must meet at least biannually with the Board of Regents for Higher Education to discuss agendas prepared by both entities, with committee members having discussion rights but no voting rights.

Committee shall submit annual reports to the General Assembly's joint standing committees on higher education and appropriations beginning January 1, 2012, detailing its statutory functions and biannual meetings with the Board of Regents.
