Requires institutions of higher education to submit annual reports to the Office of Financial and Academic Affairs for Higher Education by October 1st, beginning October 1, 2012, covering students who received financial assistance in the prior academic year.

Mandates reporting include student year of birth, home town, cumulative grade point average, expected graduation date, expected family contribution, and detailed breakdown of financial assistance from all sources for students in three grant programs: Connecticut Independent Student Grant Program, Connecticut Aid to Public College Students Grant Program, and Capitol Scholarship Grant Program.

Prohibits institutions that fail to submit required information from participating in all three grant programs during the fiscal year following the year of non-compliance.

Requires the Office of Financial and Academic Affairs for Higher Education to submit reports to the joint standing committees on higher education and appropriations regarding submitted information as needed or requested.
