Requires hospitals and institutions caring for newborn infants to administer a screening test for critical congenital heart disease, effective January 1, 2013

Adds critical congenital heart disease screening to existing newborn screening requirements for cystic fibrosis and severe combined immunodeficiency disease

Mandates screening tests be administered as soon after birth as is medically appropriate

Effective October 1, 2012, with the critical congenital heart disease screening requirement taking effect January 1, 2013
