Establishes a public safety data network in electronic format for information exchange among public safety and criminal justice entities, to be created by the Commissioner of Emergency Services and Public Protection in consultation with the Chief Information Officer of the Division of Information Technology.

Requires the Office of State-Wide Emergency Telecommunications to create technical and operational standards for the network prior to July 1, 2012, and ensures compliance with all state and federal requirements for controlled or limited access data.

Authorizes the commissioner to enter into memoranda of understanding with public safety or criminal justice agencies regarding network use, including cost-sharing arrangements, and permits existing network funding sources to support the new public safety data network.

Adds public safety data network implementation and maintenance costs to the expenses that the commissioner must account for when determining enhanced 9-1-1 program funding needs.

Expands the E 9-1-1 Commission's duties to include advising on the planning, design, implementation, coordination and governance of the public safety data network in consultation with the Coordinating Advisory Board.
