Amends Connecticut General Statutes Chapter 319v to require the spouse of an institutionalized person applying for Medicaid to receive the maximum community spouse protected amount as determined under 42 USC 1396r-5.

Allows the non-institutionalized spouse to retain the maximum allowable portion of marital assets without affecting the institutionalized spouse's Medicaid eligibility.

Aims to delay the community spouse's entry into a nursing home and subsequent Medicaid enrollment by preserving more of their financial resources.

Intended to reduce state expenditures on Medicaid long-term care benefits by keeping the healthier spouse financially independent longer.
