Repeals and replaces regulations on outdoor wood-burning furnaces, effective October 1, 2012, removing references to pending EPA regulations as the compliance trigger.

Requires outdoor wood-burning furnaces installed after July 8, 2005 to be located at least 200 feet from non-serviced residences and have chimneys taller than nearby roof peaks (maximum 55 feet height).

Restricts burning to wood pellets or chemically untreated wood only; prohibits all other materials from being burned in outdoor wood-burning furnaces.

Allows operation between May 1 and September 30 to be restricted if a neighboring property owner files a complaint and the Commissioner of Energy and Environmental Protection or local health director determines violations of public health code provisions.

Establishes enforcement by the state Commissioner of Energy and Environmental Protection and local municipalities, with violators subject to fines of up to $90 per day of operation.
