Mandates posting of notices for unanticipated sewage spills and chronic contamination on the department's website by July 1, 2014, including discharge volume, treatment level, location, time, impacted area, and public safety precautions

Requires the Commissioner of Energy and Environmental Protection to consult with the Public Health Commissioner, sewage system operators, and local environmental and health agencies when developing sewage spill notices
