Establishes a state-wide mattress stewardship program, effective October 1, 2012, requiring producers to join a representative organization and submit a plan for managing post-consumer mattresses through collection, transport, reuse, renovation, recycling, and disposal.

Requires the representative organization to provide free, convenient, and accessible collection of discarded mattresses at municipal transfer stations and other covered entities, with producer-financed end-of-life management regardless of mattress brand.

Prohibits retailers from selling mattresses from producers not in compliance with the program requirements; lists participating producers and their brands on the Department of Energy and Environmental Protection website.

Establishes funding mechanism based on each producer's national market share, with producers having less than 0.1% market share deemed de minimis and exempt from payment obligations.

Exempts producers selling fewer than 1,000 mattresses annually in the state from program requirements for a 12-month period and grants producers and representative organizations immunity from antitrust and unfair trade practice liability for program-related conduct.
