Prohibits municipalities from adopting local building codes or construction standards that differ from the State Building Code, effective from passage.

Establishes the State Building Code as the sole building code for all towns, cities, and boroughs in Connecticut.

Exempts municipal housing codes that regulate maintenance, sanitation, ventilation, appearance, or conditions of residential buildings from the prohibition on local standards.

Allows municipalities to continue adopting ordinances governing demolition of unsafe buildings deemed to be fire hazards or dangerous to public welfare.

Adds language to Section 8-2(a) clarifying that zoning regulations shall not provide building codes or construction standards other than those in the State Building Code, effective October 1, 2012.
