Board of finance, board of selectmen, or appropriating authority must provide spending recommendations to local school boards within ten days of receiving budget estimates, with focus on consolidating noneducational services and achieving financial efficiencies.

School boards may accept or reject recommendations and must provide written explanations to the appropriating authority for any rejections.

School boards must announce all emergency fund transfers at the next regularly scheduled meeting and provide explanations to the municipal legislative body.

Defines "itemized estimate" as a budget estimate with broad categories (salaries, fringe benefits, utilities, supplies, grounds maintenance) divided into one or more line items.

Effective October 1, 2012.
