Establishes a task force to recommend creation, design, and implementation of an autonomous or semi-autonomous educator professional standards board to set teacher standards, propose educator certification regulations, and develop standards for teacher education and professional development programs.

Task force shall consist of 13 members appointed by the Governor, legislative leaders, and relevant state officials, with majority representation from educators employed by local or regional school districts.

Task force responsibilities include recommending the board's autonomy level, composition, membership criteria, selection processes, organizational structure, staffing needs, and how to replace the Connecticut Advisory Council for Teacher Professional Standards and Connecticut Advisory Council for School Administrator Professional Standards.

All appointments must be made within 60 days of the effective date, with the first task force meeting held no later than 90 days after passage.

Task force shall submit its recommendations to the education and Legislative Program Review and Investigations committees by December 1, 2012, and shall terminate upon submission or that date, whichever is later.
