Defines "vulnerable users" as pedestrians, highway workers, animal riders/drivers, bicyclists, skateboarders, roller skaters, inline skaters, agricultural tractor operators/riders, and wheelchair/motorized chair users on public ways.

Requires motor vehicle operators who fail to exercise reasonable care and cause serious physical injury or death to a vulnerable user to attend a motor vehicle operator retraining program and perform community service.

Imposes a fine of up to $1,000 for operators who cause harm to vulnerable users, provided the vulnerable user exercised reasonable care.

Takes effect October 1, 2012.
