Amends Section 7-273c of the general statutes to establish the Southeastern Connecticut Council of Governments as the oversight authority for transit districts serving municipalities within its planning region.

The Southeastern Connecticut Council of Governments may appoint three directors to the transit district's board of directors, with its executive director serving as an ex-officio, nonvoting member.

The Southeastern Connecticut Council of Governments may ratify the appointment of the district manager, selection of the certified public accountant for annual audits, and adoption of the annual budget and audit.

Modifies the voting structure so each board member casts voting units equal to the population represented by that member, rounded to the nearest one hundred.

Effective from passage.
