Armed forces members entitled to a stay under the Servicemembers Civil Relief Act may request court approval to participate in civil proceedings remotely while reasonably unavailable to appear in person.

Remote participation methods include video-conferencing, internet camera, electronic mail, or other reasonable electronic means, with videoconferencing as the preferred method for family court matters.

Remote testimony must be provided under oath, viewable by all parties, and in the presence of a court reporter; service members may alternatively submit testimony by affidavit where physical parties are permitted to use affidavits.

Courts must grant remote participation unless the opposing party establishes good cause that electronic means would substantially prejudice their position.

The act takes effect July 1, 2012.
