Amends Section 52-146k of Connecticut General Statutes to expand the definition of "sexual assault counselor" to include military members trained and certified as victim advocates or sexual assault prevention coordinators under military sexual assault prevention and response programs.

Extends confidentiality protections and victim-counselor privilege to military sexual assault counselors, preventing disclosure of confidential communications in civil, criminal, and administrative proceedings without victim waiver.

Maintains existing protections that confidential communications made to battered women's counselors and rape crisis center counselors cannot be disclosed in any proceeding unless the victim waives the privilege.

Prohibits disclosure of the location of crisis centers or the identity of counselors in any civil or criminal proceeding, regardless of privilege waiver.

Takes effect upon passage.
