Establishes a task force to study how the state can encourage "aging in place" for residents.

Task force study shall examine infrastructure and transportation improvements, zoning changes for home care, nutrition programs, fraud and abuse protections, home medical care expansion, tax incentives, and private insurance incentives.

Task force membership includes legislative leaders and committee chairs, the Commissioner of Social Services, two gubernatorial appointees, and chairs of the Long-Term Care Planning Committee and Commission on Aging.

All appointments must be made within 30 days of the effective date, with the first meeting scheduled within 60 days.

Task force must submit findings and recommendations to the joint standing committee on aging by January 1, 2013, and shall terminate upon submission of the report or January 1, 2013, whichever is later.
