Increases asset limits for single elderly persons from 150% to 40,000 dollars and for married couples from 200% to 65,000 dollars, effective July 1, 2012.

Reduces the required contribution rate for home care costs from 7% to 6% for persons at or below 200% of federal poverty level and those exceeding that threshold.

Maintains existing eligibility requirements including age 65+, risk of inappropriate institutionalization, and income limits based on federal poverty guidelines.

Exempts persons in affordable housing under the assisted living demonstration project from cost-sharing if income is at or below 200% of federal poverty level.

Limits annualized service costs to 50% of weighted average nursing home costs in the state, with exceptions for hardship cases up to full nursing home costs.
