Amends section 31-53(g) of the general statutes to clarify civil action procedures for contractors and subcontractors when payment is required by the Labor Department due to wage or benefit failures.

Allows contractors required to make payments due to subcontractor wage failures to sue the responsible subcontractor and any individual who submitted false certified payroll on behalf of that subcontractor.

Allows subcontractors required to make payments due to lower-tier subcontractor wage failures to sue the responsible lower-tier subcontractor and any individual who submitted false certified payroll on behalf of that lower-tier subcontractor.

Makes subcontractors, lower-tier subcontractors, and individuals submitting false certified payroll jointly and severally liable for damages sustained from such payments, plus costs and reasonable attorney's fees.

Takes effect upon passage.
