Prohibits employers, contractors, supervisors, and agents from demanding or accepting wage refunds, fees, or deductions from employees as a condition of obtaining or maintaining employment

Expands the definition of "refund of wages" to include both return of wages paid and payment of wages at a rate lower than agreed upon

Increases first offense penalty from a maximum fine of $100 to $1,000 and imprisonment up to 30 days

Increases subsequent offense penalty to a maximum fine of $2,500 or imprisonment up to 6 months, or both

Takes effect January 1, 2013
