Requires prevailing wage rates in construction contracts for property owned by businesses receiving $1 million or more in state financial assistance, with rates matching public works project standards in the town where the property is located.

Imposes repayment obligations: businesses must repay the full amount of financial assistance plus a 5 percent penalty if they fail to pay prevailing wages or include required wage provisions in contracts.

Applies to financial assistance (loans, grants, guarantees, and tax abatements) provided by the Department of Economic and Community Development, Connecticut Development Authority, and Connecticut Innovations, Incorporated, effective January 1, 2013.
