Establishes a task force to study bed bug control methods in multifamily housing and recommend legislation to help landlords and tenants prevent and control infestations.

Task force shall consider how to apportion liability between landlords and tenants for the cost of treating bed bug infestations.

Task force composition includes chairpersons and ranking members of the housing joint standing committee, two tenant advocates (one representing low-income tenants), two landlord representatives, one certified pesticide applicator, one advocate for elderly persons or persons with disabilities, the Commissioner of Public Health, and the Chief State's Attorney.

All task force appointments must be made within 30 days of the effective date, with the first meeting scheduled within 60 days.

Task force must submit findings and recommendations to the housing joint standing committee by December 1, 2013, and terminates upon submission of the report or that date, whichever is later.
