Repeals and replaces Section 8-119ll to require the Department of Economic and Community Development and Connecticut Housing Finance Authority to conduct annual comprehensive assessments of rental assistance needs for elderly and disabled housing projects, with results reported to the joint standing committee on housing by April 1, 2006, and thereafter incorporated into reports under Section 32-1m.

Amends Section 8-265h(a) to change references from "select committee" to "joint standing committee" regarding the General Assembly committee with cognizance of housing matters in the appointment process for an eight-member advisory panel.

Modifies Section 8-336q(b) to change references from "select committee" to "joint standing committee" for the General Assembly housing committee in the appointment of members to the Housing Trust Fund Program Advisory Committee.

Changes committee nomenclature across three statutes from "select committee" to "joint standing committee" to reflect the formal designation of the housing-related legislative committee.
