Expands the definition of mandated reporters to include coaches and directors of intramural, interscholastic, and youth athletics (age 18+), coaches and directors of private sports organizations, and athletic staff at higher education institutions (effective October 1, 2012).

Adds youth camp directors and alternate directors to the list of mandated reporters (effective October 1, 2012).

Requires the Commissioner of Public Health to conduct state and national criminal history records checks for all youth camp directors and alternate directors prior to employment or volunteering, with checks also requested for the state child abuse registry.

Exempts directors or alternate directors from criminal history records checks if they completed a federal immigration background check within six months prior to employment or volunteering, or if they previously submitted to the required checks.

Mandates criminal history records checks for youth camp directors and alternate directors as a licensing requirement for youth camps under chapter 368r of the general statutes.
