Classifies interference with war or veterans' memorials as a class D felony with a mandatory fine of $5,000

Creates a new crime of unlawful possession, purchase, or sale of a war or veterans' memorial or monument when knowing it was unlawfully removed from its official location

Classifies unlawful possession, purchase, or sale of memorials as a class D felony with a mandatory fine of $5,000

Became effective upon passage as Public Act No. 12-38
