Requires demolition permit applicants to provide a written commitment from the demolition contractor indemnifying the town, city, or borough and its agents against claims arising from negligence during demolition operations.

Mandates applicants furnish a certificate of insurance with minimum liability coverage of $100,000 per person/$300,000 aggregate for bodily injury and $50,000 per accident/$100,000 aggregate for property damage.

Requires written notice from all public utilities that service connections to the property have been severed before a permit is issued.

Requires the demolition contractor to hold a current valid license under state law, with exemptions for historic building preservation, farm building demolition, and certain single-family residence work.

Permits municipalities to impose a waiting period of up to 180 days before granting demolition permits, except for structures being removed for Department of Transportation projects.
