Directs the Commissioner of Correction to cap non-contract payments to correctional health care providers at 110 percent of the federal Medicare reimbursement rate.

Mandates electronic processing of correctional health care claims with improper payment detection, prevention, and recovery procedures.

Requires the Commissioner of Correction to ensure inmates under 18 eligible for Medicaid are enrolled and that hospitals and medical providers bill Medicaid for their care.

Allows the Commissioner of Social Services to share information with the Department of Correction regarding inmate eligibility for publicly-financed health benefit plans for health care billing purposes.
